Gunman Opens Fire Near Russian Security Services Building in Moscow - The Wall Street Journal

A gunman opened fire Thursday evening near the headquarters of Russia’s main security agency in central Moscow, killing at least one officer and injuring five others, and sending pedestrians scrambling to get away.

The official Russian news agency, TASS, reported that one federal security officer had been killed. Five people had been injured, the agency said, citing a Russian health ministry official. Other local media reports, citing security sources, reported as many as four fatalities.

TASS also reported that a suspect had been “neutralized.”

Representatives for the federal security service and the interior ministry didn’t respond to requests for comment. There was no answer from the health ministry.

The shooter wasn’t able to access the federal security services building, TASS reported, citing officials from the agency.

Video posted on social media showed pedestrians scurrying for safety and dozens of law enforcement officials in body armor. The nearest metro station was closed down and traffic diverted.

A Wall Street Journal reporter near the scene heard multiple shots and saw people running away from the building. Police and security personnel armed with assault rifles quickly cordoned off the area, telling passersby to leave the scene immediately.

The large neo-Baroque building on Lubyanka Square, one of central Moscow’s busiest intersections, houses the Federal Security Service, known as the FSB, which is the main successor agency of the Soviet-era KGB.

The investigative committee of Russia said a criminal case had been opened to investigate the incident.

TASS reported that President Vladimir Putin, who had wrapped up his annual press conference a few hours prior and was attending a concert in honor of security service personnel, had been briefed on the incident.

This is the second incident at an FSB building in just over a year. In October 2018, a bomb exploded at a regional headquarters of the agency, killing the teenager who carried it and injuring three security officers.
